The 31-year-old departed West Brom for an undisclosed fee, believed to be £500,000.
He's played more than 200 games for the Baggies and featured in 46 matches for them last season, laying on four assists.
Townsend played 25 games for West Brom in the Premier League in the 2020/21 season, and has also featured for Hull City, Grimsby, Chesterfield, Carlisle, Dundee United and Scunthorpe.
He left Scunthorpe for West Brom in 2018, signing for a reported £1.5m.
Speaking to TownTV, Townsend said: "I’m delighted to be here.
“To play in the Premier League again is a big challenge for me and this kind of opportunity doesn’t come around very often so I jumped at the chance.
“The move came around quite quickly and I’m excited to get started.

"I have had good conversations with the manager and everyone speaks very highly of him, so I’m looking forward to getting started and working under him.
“I played against Ipswich twice last season and both were very tough games. What the team was able to achieve last season was special, so I’m excited to be a part of it now.”
Townsend is due to fly out to Germany this afternoon, where he'll meet up with his new team-mates ahead of Town's friendly games tomorrow and Saturday.
